Don't get PRO cloak, with the successive nerfs it has received you want to to run uncloaked as much as possible, definitely not worth any SP investment and even if you had access to it for free it takes too much extra CPU/PG for the tiny benefits

Try to uninstall and reinstall, it really improved the game for me. Sure there is still some lag (but apparently we're getting a new server in 2016) and sometimes fps drops, but it's much rarer and loadings are clearly faster
